handle implied READ_EXTERNAL_STORAGE permissions

Having _WRITE_EXTERNAL_STORAGE_ will implied _READ_EXTERNAL_STORAGE_:
https://developer.android.com/reference/android/Manifest.permission#READ_EXTERNAL_STORAGE
